Basins, clarifiers and digesters commissioned on evidence. The concrete is captured before it is buried, the process train is witnessed test by test, and the pack that leaves at handover is the one the plant was actually built to.
The sheet above is a drawing of this. 10 capture waypoints, and every finding called as the aircraft reaches it — scroll sets the target, the mission keeps its own pace, and the page waits for it.

FOLLOW THE WATER.
Forty-eight NTU at the screens, and four-tenths over the weir. The sortie flies the train in the order the water goes through it — the inlet works, four primaries, eight aeration lanes boiling with air, four clarifiers going clear from the well to the launder, two digesters, and the cascade at +3.10 — then hands the record to the operator on a clarifier bridge, reading the two millimetres a wet test is actually for.
A treatment plant is a concrete box full of pipework, and most of it disappears under a slab or a backfill within a week of being installed. The gallery as-built gets drawn from memory two years later.
Buried services, recorded before backfill
Every gallery, duct bank and buried run is captured and laid over the model before it is covered. Drift between REV C and what is actually in the ground is flagged while the trench is still open.

A basin is watertightness-tested once, at night, with three people watching a tape. The evidence is a form with a number on it, and the client's engineer was not standing there when it was written.
Wet tests witnessed, not remembered
The wet test runs as a structured gate: the dry walk, the fill rate, the level held and the drop measured all attach to the same checkpoint, so the witness signature has the frames behind it.
Process packages get claimed as percentages — aeration is 'about eighty per cent'. Nobody can walk six basins, four clarifiers and a digester deck in the two days before the certificate is due.
Paid on the train that is installed
The application is assembled package by package against captured evidence, screens through to instrumentation. The $150,000 between claimed and witnessed is settled on frames instead of becoming a dispute.
The program runs on the build's own sequence — the open trench, the dry walk, the fill. Everything is captured in the days it can still be seen, because a treatment plant buries its own evidence.

The basin is walked dry with every weld on frame before the water goes in. When the wet test is signed at midnight, the witness signature has the afternoon's frames behind it.

Each test, from fill to sign-off
The fill rate, the level held and the drop measured all attach to the same checkpoint as the dry walk. Test 42 on basin 06 held the weir at +3.10 m, passed at 23:40, and closed as a package by 06:00.

Half this plant gets buried within a week of being installed. What do you actually capture?
All of it, before it goes. Every gallery, duct bank and buried run is captured at 1.2 cm and laid over the model while the trench is open — so the as-built is a record, not a drawing from memory two years later.

Q02
Who witnesses a wet test that passes at 23:40?
The record does. The dry walk, the fill rate, the level held and the drop measured attach to one checkpoint — test 42 on basin 06 passed at 23:40, witnessed against the 18:00 dry walk, package closed by 06:00.

Q03
Can anyone actually verify ‘aeration is about eighty per cent’?
Package by package, yes. Application 07 claims $4.12M against a witnessed record of $3.97M across six process packages, screens through to instrumentation — and the Δ $150,000 is settled on frames, not in a meeting.
No — the gates run on the build's own sequence. Twelve gates per phase collect the evidence as the work happens, so nothing is reconstructed at the end: 42 wet tests passed on the first pass, each with its walk attached.
The plant's own datum, intake to outfall: the weir at +3.1 m, basin inverts at −2.4 m, digester base at −4.8 m and the outfall at −6.0 m — one hydraulic line through the train, never converted twice.
What does the handover pack contain — the design, or the plant?
The plant. A 380 MLD train of 14 basins, clarifiers and digesters captured before backfill, 42 wet tests passed with the frames attached — the pack that leaves is the plant that was actually built.

Who reads it
Read overnight on a plant like P-04: the trench captures ahead of backfill, wet test 42's gate, Application 07 and the model at REV C. Three of the 27 profiles wake up to it.
Wet test 42 passed at 23:40, witnessed against the 18:00 dry walk, and the package closed at 06:00 with the frames attached — the pack is one basin closer to leaving with the plant.
