Where did the material go?
Material has to be somewhere. Delivered plus excavated equals installed plus stockpiled plus hauled off plus waste. Six terms, each measured at the chokepoint the material has to cross, none of them derived from another. The two sides are two independent measurements of the same month of work — and the question is never whether they match exactly, but whether they agree inside what the instruments can resolve.

The equation
Six terms. Nothing derived.
Open a term and the instrument behind it opens with it: the chokepoint where the material is measured, the method, the tolerance that method earns, and the evidence the figure is built from. Because no term is derived from another, the equation is able to be wrong — which is the only way a balance can be worth running.
Measured in
Measured out
Both bars are drawn to one scale. The residual is 0.08% of the material that moved this month — narrower than the hairline that borders them — which is why the record states it as a figure with a budget and never as a picture.

Chokepoint · The gate
Weighbridge mass per load, read against a capture of the vehicle at the gate; the supplier's paper ticket is photographed and read to a typed quantity, never keyed.
- 1,942 weighbridge slips · gross less tare
- 1,942 gate arrivals captured · plate and body matched
- 1,942 supplier tickets read to typed quantities
Provenance · Instrument-measured · sampled human-verified (5%)
A load that does not cross the weighbridge is not measured here. Bypass arrivals are counted at the gate and carried as a separate, wider-tolerance line.
The first term
Every load, weighed and witnessed.
The delivered leg is where most records stop being measurements and start being paperwork. Here it is a chokepoint: the load crosses the weighbridge, the vehicle is captured arriving, and the supplier's ticket is read to a typed quantity rather than keyed by whoever is at the gate.
| Load | Paper | Measured | Movement document | Reading |

The third leg is a gift from the state, and different states give a different one: an electronic movement document on a highway job, a consignment note at a border, an e-way bill in India, a mineral dispatch permit at a quarry. The record takes whichever exists, matches it load by load, and states plainly when a leg is missing rather than quietly running on two.

Never accuse on noise.
Five closed periods inside the budget, one outside it. When the residual leaves the envelope the record raises a citation: the two measurements, the budget, the evidence, and the leg where the evidence is thinnest. It states what was measured. It does not state why.
Residual by period · envelope is the budget
Five closed periods inside the envelope, one outside it. The envelope is recomputed every period from the tolerances of the instruments that were actually used — there is no threshold anyone set, and none to tune.

What the record does next
It prepares. A directive is drafted against the haul leg — scope, period, the 163 loads, the frames that show them leaving — and waits for a human with the delegated authority to release it. The platform builds the lever; a person pulls it. A dismissal closes the notice and is recorded with its reason, because a dismissal is evidence too.

Measurement becomes money
The table that turns quantity into value.
Every job runs this table and almost nobody versions it. Ours is versioned and part of the record: measured-in-place and accepted-by-QC are separate states, credit is given strictly by the rule, and every claim carries the version of the table it was measured under.
| Pay item | Contract qty | Measured | Accepted | Rule | Earned |
|---|---|---|---|---|---|
| 31-2300Bulk excavation | 240,000 m³ | 201,400 m³± 2.2% | 198,600 m³Formation level within ±50 mm of design | 100% on surveyed level | 82.8% |

| 03-3000Concrete, substructure | 4,820 m³ | 3,410 m³± 1.8% | 3,180 m³Cube result at or above characteristic strength | 60% on pour · 40% on 28-day result | 68.8% |

Measured in place and accepted by QC are two different states, and the claim is made against the second. Change the table and the record keeps both versions: every claim states which version it was measured under, so a valuation from March still reads correctly in a dispute three years later. Where a jurisdiction already runs this table as law — India’s Measurement Book is the clearest example — the record fills the statutory form in rather than replacing it.
CREDIT · r7 · 4 ITEMS · MEASURED → EARNEDQuestions of record
The awkward questions, answered on the sheet.
Prerequisites, cadence and limits belong in the same ink as the claims.
- 01How does an earthwork quantity dispute get settled?
- Moved, weighed, hauled and billed go into one balance, each measured at its own gate, and the residual is stated against what the instruments can resolve. Both sides end up reading the same number instead of trading two spreadsheets.
- 02What if a term cannot be measured?
- Then it is not in the equation. A term with no independent source is carried as unmeasured and the residual widens to say so — which is a worse-looking sheet and a better record than a figure taken from the same paperwork the balance is meant to check.
- 03How often does it run?
- Continuously as evidence arrives, and closed per period. The monthly valuation is the moment people notice it, because that is the moment the residual has to be explained to somebody who is about to pay.
- 04What does the site need for this to work?
- A weighbridge or a gate capture point, epochs on a schedule, and density samples for bulk material. Where one is missing the tolerance on that term widens; nothing is invented to fill the gap.
- 05Which materials?
- Anything measured at both ends. Earth and aggregate first — bulk, continuous, and the largest single line on most civil jobs — then concrete, steel and any material with a countable installed state.
- 06Does a residual accuse anybody?
- No. It states two measurements and the budget between them, names the leg where the evidence is thinnest, and stops. Everything else is a person's job, under their own authority.
- 07What happens to a dismissed notice?
- It closes, with its reason, on the record. A dismissal is evidence about the site and about the notice, and both are worth keeping.
A measurement with nothing independent to check it against is an assertion.
