Measured once. Filed four ways.
Ground Reality keeps one measured record of a site wherever that site is. India is where that record is asked to do the most: a running account bill wants quantities, the measurement book wants the entry behind them, a quarterly return wants progress per tower and a highway wants condition per chainage — four formats, four cadences, four deadlines, all describing the same ground. The site is measured once, and each format draws its own line from that record in the units it is already written in, carrying the date and the ± with it.

The filing stack
Four formats, one set of numbers.
Each of these documents already exists on an Indian project, and each is usually filled from a different desk — which is how a bill, a book and a return end up describing three slightly different buildings. Drawn here as they are filed: the measured record standing as the datum, a leader running out to the line each format draws on, and every sheet ruled the way that format is actually ruled.
| Format | What it asks for | What the record supplies | Reading |
|---|---|---|---|
| Running account bill | Quantities for the period, item by item, at the rates the contract already sets. | The same items measured at the work on a dated capture, each with its ±, so the billed quantity has a measured quantity beside it. | Δ 2.0% · INSIDE ±2% |
| Measurement book | An entry for every measurement, made where the work is, in the book's own units. | The measured line for that entry, taken on a dated capture and still re-measurable years later, so the entry can be checked against something other than paper. | Δ 4.0 M · OUTSIDE ±0.5 M |
| Quarterly progress return | How far each tower, block and phase has actually got, as at the date of filing. | The measured state of each block on that date — floors cast, area finished, works complete — in the units the site is already run in. | AGREES · EPOCH 44 |
| Highway monthly report | Progress and condition along the alignment, month after month, in chainage. | Readings per chainage band with this month beside last month, each carrying the epoch it was measured in. | WITHIN CLASS FAIR ≤5% |
One of the four disagrees, because one of four usually does. The record states the difference in the units the format is written in and names both sources; what to do about it belongs to the engineer whose signature goes on the sheet.
4 FORMATS · 1 RECORD · 1 DIFFERENCE STATEDThe formats are views of one record, not four sets of numbers.
Every figure carries the date the work was in that condition and the ± of the method that took it.
A difference between a document and the ground is stated in the document's own units, with both sources named.
Nothing here is filed on your behalf, and no authority has approved, empanelled or certified any of it.
ONE DATUM · FOUR VIEWS · NO SECOND SETRunning account bills and the measurement book
The entry and the ground agree before the bill is passed.
A running account bill is only as good as the measurement book entry behind it, and the entry is only as good as the day somebody stood at the work and wrote it down. The record keeps that day. The quantity is measured at the front, in the unit the item is billed in, on the date the work was in that condition — so when the bill comes round, the entry has something to be checked against.
01Measured at the work
The quantity is taken from the work itself on a dated capture, in the unit the item is billed in, with the ± the method carries.
02Entered in the book
The measurement book entry carries that figure, the date the work was in that condition, and a capture that can be re-measured years later.
03Carried to the bill
Each running account line is set against the measured quantity for the same period. Where the two differ, the difference is stated in units.
04Annexed to the bill
The crew-hours behind each measured quantity ride with the bill as a labour ledger annexure, so the rate has a denominator underneath it.
What RA bill verification means here
Not a second opinion written after the fact. The bill and the measured record are read against each other in the same week the bill is raised, the difference is stated in units with both sources named, and the certification decision stays exactly where it already sits — with the engineer signing it.
BILL × MEASURED · SAME PERIOD · Δ IN UNITSThe labour ledger annexure
Behind each measured quantity sit the crew-hours that produced it. Carried as an annexure to the bill, they give a rate its denominator and give a subcontractor’s claim a measured line to stand on — a document an Indian engineer already knows how to read, in a form the record can produce without anyone reconstructing a month from memory.
CREW-HOURS · PER MEASURED QUANTITYNHAI and state highway monitoring
Condition per chainage, dated.
A highway is reported on for its whole life — while it is built, and then every month it is operated and maintained. The demands barely change: where along the alignment, in what condition, on what date, against what was there last time. The record answers in chainage, because chainage is how a highway is addressed, and it answers with the epoch attached, because a reading without a date cannot be compared to anything.
- Progress along the alignment
Earthwork, layers, structures and furniture measured per chainage band, each carrying the epoch it was measured in — so a monthly report is read off the road rather than assembled from site opinion.
CHAINAGE BAND · EPOCH · ±- Condition, month on month
This month's reading set beside last month's over the same stretch and the same method, so deterioration reads as a trend and maintenance is planned instead of discovered.
THIS MONTH × LAST MONTH · SAME STATIONS- Quantities for payment
The same measured quantities the running account bill draws on, so the progress report and the payment describe one road on one date.
ONE QUANTITY · TWO DOCUMENTS- The corridor itself
The right of way measured epoch to epoch — what stands inside the boundary, and when it appeared — held for the authority or concessionaire that owns the corridor.
RIGHT OF WAY · EPOCH TO EPOCH- The years after handover
The same record keeps reading the asset once the contract closes, so the operating years start from a measured condition instead of a fresh survey.
HANDOVER EPOCH · O&M EPOCHS
Maintenance planned off a measured trend, not discovered on a bad morning.
Readings are taken the same way each cycle, so this month can be subtracted from last month.
Nothing on this page claims an approval, an empanelment or a place on any authority's panel — we hold none.
What is described is what a measured record supports when a monitoring regime asks for a figure.
SAME STATIONS · SAME METHOD · COMPARABLERERA quarterly progress
The filing and the site say the same thing.
A quarterly return asks a developer to state how far each tower, block and phase has actually got. Filled from a spreadsheet, it is somebody's estimate of a percentage. Filled from the record, it is the measured state of the building on a date, block by block, in the units the project is already run in — which happens to be exactly what a buyer, a lender and an independent engineer are each asking to see.
| Block | What the ground shows | Epoch |
|---|---|---|
| Tower A · superstructure | 18 of 21 floors cast | EPOCH 44 · 12 JUN |
| Tower B · superstructure | 12 of 21 floors cast | EPOCH 44 · 12 JUN |
| Podium · basements | 2 of 2 complete, ramp open | EPOCH 44 · 12 JUN |
| Clubhouse | shell complete, fit-out open | EPOCH 44 · 12 JUN |
| External works | 62% ±3 by rules of credit | EPOCH 44 · 12 JUN |
Counted where it can be counted, credited by rule where it cannot, and dated either way. The same extract answers the quarter’s return, the lender’s certification and the buyer who wants to know whether their floor exists — because there is only one account of the building to give them.
5 BLOCKS · 1 EPOCH · 1 ACCOUNTIrrigation and canal schemes
Water reaches the tail, or it does not.
An irrigation scheme is measured badly almost everywhere, for a simple reason: it is a hundred kilometres of work that nobody can walk in a week, and the thing it is judged on happens at the far end of it. The record measures a scheme the way a scheme is built — by reach, by structure, by season — and keeps every reading dated so one season can be set against the last.
Reach by reach
A canal is long, thin and mostly unvisited. Each reach is measured on its own — section cut to line and level, lining laid, banks formed — so progress is reported where the work is rather than as one number for the whole scheme.
REACH · SECTION · LINING · BANKSEvery structure on the line
Head regulators, cross-drainage works, falls, outlets and escapes each carry their own measured state and their own dates, because a scheme is finished when its structures are, not when its earthwork is.
STRUCTURES · MEASURED · DATEDEarthwork that balances
Cut, fill, borrow and spoil measured per reach and put into one balance, with the residual stated against the error budget rather than absorbed into a bill.
CUT · FILL · BORROW · SPOIL · RESIDUALThe tail, on a date
Water reaches the tail of the canal or it does not. A dated capture of the tail reach settles it, and the same record carries the section, the lining and the structures that were supposed to get it there.
TAIL REACH · CAPTURED · DATEDA scheme nobody can walk is still a scheme somebody can measure.
Reaches are captured on a cadence, so a hundred kilometres reports in the same units on the same day.
Command-area works, distributaries and field channels join the same record as the main canal.
Reservoir and headworks condition sit in the record beside the canal they feed.
SCHEME · REACHES · SEASONSThe movement document
A third account of the same load.
Almost everywhere, a delivery has two accounts: the supplier's paper, and whatever the receiving site measures at its own gate. When those two disagree there is nobody left to ask. India issues a third — a movement document raised before the load travels, written by neither the supplier nor the site — and the record takes it as a third account of the same delivery. Three accounts of one load is the difference between an argument and arithmetic.
- The document, raised before the load moved
- An account of the consignment that exists whether or not anyone at the receiving site is looking, and that neither the supplier nor the site wrote.
- The gate, measured on arrival
- What actually came through, weighed and captured on a dated epoch, with the ± the method carries.
- The work, measured again
- What went into the structure, measured where it was placed — the term that closes the balance rather than leaving it at the gate.
Where a movement document is not issued — an intra-site haul, a quarry that dispatches under a different permit, a jurisdiction that asks for nothing — the record says plainly that it is running on two accounts instead of quietly assuming a third.
3 ACCOUNTS · 1 LOAD · RESIDUAL 0.46 t ±0.40A residual is stated as a residual.
The difference is given in units with the day's error budget beside it — it is measurement error or it is loss, and the record does not decide which.
The same three-account reading works on aggregate, steel, cement and quarried material wherever a dispatch document is issued.
Two accounts are said to be two accounts; the record never quietly assumes a third it does not hold.
DECLARED · RECEIVED · PLACEDQuestions asked on Indian projects
Asked plainly, answered flat.
Including the one about approvals, which we do not hold.
- 01How do I verify an RA bill against the ground?
- The billed quantity is read against the same item measured at the work on a dated capture, in the unit the bill is written in. Where the two differ, the difference is stated in units with both sources named — the bill as submitted and the measurement with its date and its ±. RA bill verification stops being an argument the week the bill is raised rather than a reconciliation at final account.
- 02How do I verify a measurement book entry?
- The entry and the ground are set against each other before the bill is passed. The record holds the measured line for that entry — taken on the day the work was in that condition, in the book's own units, and still re-measurable years later — so an entry can be checked against something other than another piece of paper.
- 03How do I file RERA quarterly progress accurately?
- The filing is drawn from the same measured record the project already runs on, so the return and the site say the same thing. Each tower, block and phase carries its own measured state on the date of filing, which means the figure that goes on the return is the figure the site was built to, not an estimate typed into a template.
- 04How is construction progress tracked for RERA-registered projects?
- Block by block, on dated epochs, in the units the work is done in: floors cast, area finished, works complete, with a stated tolerance where progress is credited by rule rather than counted. That is what both an authority and a buyer are asking to see, and it is one record rather than a separate exercise per audience.
- 05How is an NHAI or state highway project monitored across its length?
- By chainage, and on a cadence. Progress and condition are measured per chainage band and dated, this month's reading set beside last month's over the same stretch, so a monthly report is read off the road. The same measured quantities feed the running account bill, so the report and the payment describe one road.
- 06How are irrigation and canal schemes monitored?
- Reach by reach and structure by structure. Section, lining, banks, cross-drainage works and regulators each carry their own measured state and date, the earthwork balances per reach with its residual stated, and a dated capture of the tail reach answers the only question the scheme was built to answer.
- 07How do public works departments keep inspection records they can audit years later?
- Each inspection leaves a measured, dated entry in the units the measurement book already uses, and nothing in the record is overwritten later — a correction is added and dated beside the original. A department can therefore re-open a decade-old entry and find the ground it was taken from.
- 08How does a movement document help reconcile deliveries?
- It is a third account of the same load, raised before the load travels and written by neither the supplier nor the site. Held against the gate measurement and against what was placed in the work, three accounts turn a delivery argument into arithmetic — and the residual is stated as a residual, with the day's error budget beside it.
- 09Is Ground Reality an approved, empanelled or certified filing system?
- No. We hold no approval, empanelment or certification from any authority, and we do not file anything on anyone's behalf. What this page describes is what a measured, dated record supports when one of these formats asks for a figure. The signature on the document stays with the engineer who gives it.
- 10Does any of this only work in India?
- No. The record is the same instrument on any continent — India is simply where it is asked to produce the most documents on the most cadences, which is why the formats on this page are named. Everywhere else it answers the local equivalents from the same measured lines.
Answered in the language the site speaks.
The people who know an Indian site best are frequently the people who never log in to anything. They can be asked, and can answer, out loud — in Hindi, Telugu, Tamil, Bengali or Marathi, hands full, through a hard hat, in noise — and what they say lands in the same record the bill and the return are drawn from. The answer comes back in the language it was asked in.
SPOKEN · HANDS FREE · ONE RECORDWhy the hardest paperwork is an advantage.
A market that asks for a bill, a book, a return, a monthly report and a movement document is a market where holding both halves — the paperwork and the ground — is worth the most. That is the whole thesis of the record, and India tests it harder than anywhere else. What is built to survive here needs nothing added to work anywhere.
BOTH HALVES · HARDEST MARKETOne record, in whatever format the country asks for it.
